目标

建立默认关闭、回环可见的 Bell Event→Rule→Alert→ack/close 最小纵切，冻结规则版本、并发幂等和 append-only 状态迁移语义。

规格

  • 任务文件：docs/tasks/T-020.md
  • 依赖：T-015、T-019（均 DONE）
  • 写路径与验收门禁以任务文件为准

边界

不包含证据切片、升级计时、联系人/排班、通知 provider、正式 JWT/RBAC 或最终前端框架。
