docs: 依 JKDA00002 联调实测校准接口契约
...
- 成功码实测为字符串 "01"（docx 误写 "1"），判定按去前导零
- 查询类同走 uploadinfo 信封（baseInfo+manageInfo），非裸 baseInfo
- 三种机构码分层：18位统信码 / 9位机构码 / 12位区划码
- docs/04 新增 §8 JKDA00002 实测契约（请求信封+响应结构，已脱敏）
- docs/06 回填 A1~A9/B3/B6/C3/D2/D3 联调状态

docs: 目录布局改为扁平结构，与 chis_upload 对齐
...
按团队 AGENTS.md 的扁平偏好，弃用 internal/+cmd/，改为顶层平铺包 +
单 main.go(-mode server|deliver)。同步更新 docs/03 目录结构图与 §4.4、
docs/05 路线图措辞、CLAUDE.md 目录职责表。

- docs/: OSI 接口规范分析、旧项目架构评估、目标架构设计、字段与接口映射、实施路线图
- CLAUDE.md: 协作规则（项目认知、osi/mapping/pipeline 三层技术约束、安全/验证、提交规范）
- .gitignore: 补充项目特定忽略（config.yaml/logs/样本等）
- 随项目留存厂家 OSI 规范源材料（docx/xlsx，内部保密，仅限本私有仓库）
