- osi/jkda.go 拆为 T-203(Find)/T-206(Create)，显式化 Create 对字典缓存的依赖
- docs/05 加执行顺序注记

- tasks.md 任务看板（路线图阶段0~2拆为14个小步任务，一次领一个）
- progress.md 只追加执行流水（补记文档初始化与JKDA00002联调）
- docs/current-state.md 可覆盖当前快照（pre-code现实+已验证事实）
- init.sh 统一验证入口（无 go.mod 时指向 T-001）
- AGENTS.md 通用 agent 薄入口；CLAUDE.md 会话启动改为三件套流程

- 成功码实测为字符串 "01"（docx 误写 "1"），判定按去前导零
- 查询类同走 uploadinfo 信封（baseInfo+manageInfo），非裸 baseInfo
- 三种机构码分层：18位统信码 / 9位机构码 / 12位区划码
- docs/04 新增 §8 JKDA00002 实测契约（请求信封+响应结构，已脱敏）
- docs/06 回填 A1~A9/B3/B6/C3/D2/D3 联调状态

可直接发对接人的索要清单，分 A 凭据/环境、B 契约补漏、C 业务规则、
D 真实样本、E 联调支持五组，带回填状态；含 OSI 内网 host + SOCKS5
代理地址、签名校验样例、checkId/完整度等关键确认项。同步 docs/README 索引。

ilaandClaude Opus 4.8 4594f02378 docs: 明确 OSI 访问为 host+proxy 组合及代理语义 
- socks5_proxy 扶正为必填（OSI 主机在内网、不可直连，经 SOCKS5 到达）
- 作用域限定：代理仅用于 OSI 客户端，PHIS 走直连
- 访问语义：非空即强制走代理、不因代理故障回退直连，空才直连；
  代理不通按网络错误如实失败，交重试/熔断处理

按团队 AGENTS.md 的扁平偏好，弃用 internal/+cmd/，改为顶层平铺包 +
单 main.go(-mode server|deliver)。同步更新 docs/03 目录结构图与 §4.4、
docs/05 路线图措辞、CLAUDE.md 目录职责表。

将厂家"内部资料注意保密"的 OSI 规范 docx/xlsx 从版本控制移除（git rm --cached，
保留本地文件），并在 .gitignore 中忽略 *.docx/*.xlsx；CLAUDE.md 同步说明。
