adminandClaude Opus 4.8 295dc803c6 chore: retire PowerShell update.ps1 and install_local.ps1

Superseded by src/launcher.py (Launcher.exe) + the portable layout from
build.ps1. The PS prototype validated the flow; removed to avoid confusion
with the old %LOCALAPPDATA% installer. docs/10 §16 and tasks 17.19 updated.
